1.1. GENERAL DISPOSITIONS OF THE REFEREE COMMISSION
1.1.1. The Referee Commission will consist of the Chairman and ten (10) permanent members, all appointed by the Executive Committee. The five (5) Continental Federations will be represented in the RC and as far as possible the RC members will be qualified in both Kata and Kumite at A Level. A Secretary and a 1st Assistant Secretary will be appointed and in addition a 2nd Assistant Secretary may be appointed by the Executive Committee, without the right to vote. Only the A level qualified members will have the right to vote in the examinations of the Referee Course, this considered separately for Kumite and Kata qualifications. The EC will also have the right to appoint additional members if considered necessary to assure the best general balance within the RC. 
1.1.2. There will be a Referee Commission Executive Bureau in charge to deal with the day-to-day affairs. The RC Executive Bureau composition will be proposed from time to time by the RC Chairman to the WKF President, who will decide; only RC members will be eligible to form part of the RC Executive Bureau. As a minimum it will comprise the RC Chairman and the RC Secretary and will have to include RC members of at least 3 different Continental Federations.
 1.1.3. Members of the Referee Commission cannot, during their term, be active as Coaches at official WKF Events e.g., World Championships, Continental Championships, Games, Premier Leagues, Series A and Youth Leagues. Any member violating this rule will be excluded from the RC. 
1.1.4. Details on the tasks and duties of the different WKF RC members are detailed in ANNEX 1. 1.2. POWERS AND AUTHORITIES OF THE REFEREE COMMISSION 
1.2.1. The Referee Commission will be responsible for the examination and certification of Referee Officials and their deployment at WKF events. It shall be the responsibility of the Referee Commission to maintain the standards of Refereeing and a uniform interpretation and application of the rules. 
1.2.2. The Referee Commission will monitor the performance of the Referees and Judges during the scheduled WKF events. 
1.2.3. Complaints received by the Referee Commission Chair may result in the subsequent performance of the official(s) in question being closely scrutinised and reported on by delegated members of the Referee Commission.

   The Competition Rules Commission of the World Karate Federation tested this past weekend a new and improved system for evaluating the Kata competition. The test of the updated system was conducted during the Swedish National Karate Championships; it aims at applying electronic procedures in the evaluation of the Kata performance. 

  The new system is based on a panel of seven judges giving one-point value for technique and another for athleticism, which respectively amounts to 70% and 30% of the total points. The two highest and the two lowest scores are eliminated thus leaving three scores in each category that are added up to result in the total count of points awarded to the athlete.

     The Shotokan Karate Union is a non-profit International Shotokan Karate Organisation established in Great Britain in 1985, with affiliated individual members Worldwide. We practice Shotokan Karate as a  traditional Japanese martial art form. Dedicated to using the traditional Japanese Shotokan Karate coaching methodology we have therefore, chosen to resist compromising those tried and tested ways. Nevertheless, we do recognise, advocate and utilise many of the modern sports sciences to test and hone our Karate-ka to assist them to  achieve a high personal technical standard.

   When the Shotokan Karate Union was founded we were at the vanguard of coaching education in the martial arts, when we pioneered a gold standard system of coaching, the Coaching award scheme, which now 30 years on is a successful and structured coaching course. We sponsor a number of places each year on the structured, educational award scheme to teach our coaches how to present the subject matter in a uniform manner, whilst ensuring that a high standard of student performance is achieved and maintained. From the organisation's conception we simultaneously developed and adhered to a transparent and structured grading assessment system so that our student members would know in advance & understand what is achievable and expected of them.
